My truck's battery warning light does not illuminate when I put the key in the on position?

Can a burned out battery warning light prevent a car from starting up? I've already replaced the battery, drive belt, alternator voltage regulator, and brushes, although I wasn't able to replace the bearings since the nut in the middle of the pulley was hard to remove. Also, one of the slip rings is worn out.
